Mr.Blackman could have been in on the racket, so I think that he would find your job offer a bit embarrassing.

Maybe it would have been better to email him the tender offer privately.

OTOH, he will also have heard the term you mentioned: that all publicity is good publicity.

Maybe as a way of exonerating himself, if he did have a role in the scam, then he could organise the charity balls and galas and raffles and merchandising for fund raising for your operation.
